Why are the insurance claims either rejected or compensated maximum 30% in India?

When in other nations everything unexpected is covered by insurance, why is it not done the same way in India. Most of the claims are rejected with some reason or the maximum compensation is around 30% of the loss.
My friend lost a limb in a car accident and even after 2 and 1/2 years he is running around the courts for a minimum compensation from the insurance company.

    if the insurance policy only covers 30k and you friend file for a claim of 100k, the insurance company will only pay out 30k because that is their liability. the remaining you have to claim from the driver who is at fault in this accident. if you friend is the one at fault and the insurance company had paid the coverage then i don’t think your friend can get anything more from the insurance company. apart from motor insurance, your friend can also claim from accident plans if he has. if you don’t have a accident plan, please go get one for yourself.
