How do people get away with purchasing things online with stolen credit cards?

I’m writing a research paper in school on credit card fraud, identity theft, stolen credit cards and such things. I just don’t understand how people get away with it, because when making purchases online you must provide an address. Also, it seems that stolen credit cards are big for buyers on ebay as well.
So, for my question. How do people get away with this?

    it’s bought as a gift & sent to an address that is not on the credit card. If you really want to know you should go to some .gov websites on scams.

    Once a person has stolen your credit card or the card number they send in a change of address form so that if they order on line the merchandise will come to them. The bills will also come to them so it takes longer for the owner to realize someone else is using their card. Additionally, when buying on the internet they cannot look at a photo ID or compare your actual signature to the one on the card.All they really care about is that it is a valid credit card.
